In the Human Constanta newsletters, we provide concise analytical updates on the human rights situation in Belarus, highlighting key developments, statistics, and calls to action. Our information is based on open sources and Human Constanta’s own documentation.

Pardons without justice

On the eve of Independence Day, Aliaksandr Lukashenka pardoned 16 people, including several political prisoners. However, none were exonerated. Pro-government channels falsely claimed the release of human rights defender Nasta Lojka — she remains in custody.

LGBTQ+ expression criminalized

A draft law introduces fines and arrests for sharing content that “normalizes” homosexuality, gender transition, or childlessness. New rules also target Belarusians participating in international events without state permission.

Sentencing for "extremist activity"

Mikita Losik was sentenced to three years of restricted freedom for allegedly sending photos of military equipment to a Telegram channel. Although released from court, he remains under surveillance and control.

2020 protesters hunted before deadline

As the statute of limitations nears for protest charges, authorities have ramped up arrests — including cancer patient Iryna Levina. A Polish documentary showing unblurred faces was reportedly used to identify demonstrators.

United Transitional Cabinet labeled “terrorist”

The Supreme Court officially declared the opposition’s United Transitional Cabinet a terrorist organization. The cabinet rejected the ruling as baseless and politically motivated.

In absentia persecution escalates

Authorities launched criminal proceedings against Wargaming co-founder Mikalai Katselapau for financing “extremist” and “terrorist” activities. He is the most high-profile businessman added to the KGB’s “terrorist” list.

Cultural and diaspora repression

  • Musician Uladzimir Khamenka faces charges for ties with “extremist” media.

  • Traveler Aliaksandr Hoishyk is wanted for posting a meme of Lukashenka.

  • A memorial evening for poet Larisa Heniyush was cancelled due to regime pressure.

Political prisoners (as of 11 July 2025)

  • 1150 political prisoners (Viasna)

  • 1287 (Dissidentby)

  • 10 held incommunicado

  • 27 confirmed deaths linked to repression

  • Nasta Lojka has spent over 2.5 years (1000+ days) in detention.
